Mines are no longer the only bottleneck: roads, power lines and ports will decide what gets built
Québec's next strategic advantage depends less on isolated announcements than on assembling power, access, ports, permits, financing and markets.
For years, much of Québec's critical-minerals discussion focused on deposits: size, grade, resources and economic potential.
But a strong deposit is not enough.
Turning a resource into an industrial project requires power, worker and equipment access, outbound logistics, authorizations and financing for the whole system. The next critical-minerals contest may therefore be decided by infrastructure around mines as much as by the mines themselves.
Bégin-Lamarche: funding the path to the mine
First Phosphate's Bégin-Lamarche project illustrates the shift. On August 5, 2026, Natural Resources Canada announced C$3.071587 million for predevelopment of a future power-transmission connection and C$1.77135 million for road access, with equal contributions announced from First Phosphate.
The funding supports pre-feasibility and environmental work, route selection, and Indigenous and local engagement. It is not construction financing or a works contract. It does, however, address the physical questions that gradually make a deposit buildable.

Baie-Comeau: the strategic role of regional ports
The Port of Baie-Comeau's Terminal 5 proposal would return a long-unused wharf to service as a multi-cargo, multi-user facility. The BAPE dossier describes a 192-metre sheet-pile wharf, a C$56-million proponent estimate and a conditional schedule that could lead to construction in 2027 and service in 2028.
Viewed alone, this is a port project. Viewed through Québec2035, it is a potential industrial-corridor asset. Resources have limited economic value when concentrates, equipment, reagents and finished products cannot move efficiently.

The power grid is becoming a megaproject
Electricity may be the most structural bottleneck. Power existing somewhere on the system does not mean an industrial project has deliverable capacity in the right place at the right time. Substations, lines, transmission corridors and distribution networks must all be planned, authorized and built.
Hydro-Québec's Action Plan 2035 should therefore be read as part of Québec's industrial policy. Every mine, battery-material plant, data centre or electrification project competes for enabling infrastructure.

The real indicator is system integration
The question is no longer only whether the deposit is good. It is whether resource or feedstock, power, logistics, permits, current CAPEX, construction financing, qualified buyers and delivery capability can converge.
A project can be strong in one dimension and blocked by another. That is why Québec2035 now tracks maturity and risk across ten separate dimensions instead of hiding critical gates in an average score.
Map corridors, not only projects
Saguenay–Lac-Saint-Jean, Côte-Nord, Bécancour, Abitibi and northern Québec each have distinct constraints in power, transport, labour, permits and industrial capacity. Removing one shared bottleneck can improve several projects at once.
The next generation of major projects will not be decided only by what Québec has underground. It will be decided by whether Québec can build, connect, finance and govern everything required around it.
